I would encourage the lender and the contractor to talk, as it seems there is some disconnect going on there.

Depending on how bad is the foundation state (how many inches you have to correct), is very possible the sewer line will disconnect/break in the horizontal portions.

They have also disconnected the electricity and Water is still on.Since I have in writing (email) that he has moved out,1) Should I go ahead and change the locks.  2) How about the deposit and rest of the contract (which I'm least worried about)3) What do I do with furniture that is inside.My property manager is saying we will wait for few weeks and if we don't end up hearing back, we can get the furniture moved out.Any help would be appreciated.Thanks!

They want you to SHOW THEM THE MONEY that you can perform and if they show you an internal deal that you are committed to them (at least for a specific area) with a written agreement.If someone calls me on commercial properties and says they are talking to blah,blah,blah many brokers and see who digs up what I disconnect the call right away. 

One time I bought a house and when I went to get the power turned on the power company required me to pull a permit just to turn on the power because power had been disconnected from the house for so long.

@Christian Leon There is a disconnect here....as @Aaron Zimmerman mentioned, you have no choice....when you sell you Have to recapture how much the depreciation Would have been, whether you claimed it or not.

And the owner if they had auto pay would have to disconnect their account from them?
