Btw concrete is porous, you might be able to make it appear as if its gone but i guarantee it will come back much like a stain on a carpet comes back after a steam clean.

i had one house, the walpaper did not want to come off. i steamed it, sprayed it. cut it, nothing... i started to damage the walls, that's how hard i was trying to get it off..the drywaller/painter had a secret, but he did not want to tell me. then i just hired a guy that skim coated the whole kitchen and he covered the wallpaper with it.
