I tend to agree it's less of an economic decision but a feeling that home-ownership fosters healthy communities.

While the Feds may not specifically include "any legal income source" as a protected class, some states or even counties and municipalities do, so a day care, foster home or other home based business would not be a legal cause for refusal.

All these kids would end up in foster care going from one family to another their whole lives, which is a problem just as bad as the original one.
