They don't own the mortgage and they get paid for 'servicing'.That's the root of the problem and why the top-levels don't seem to do anything about it.The other issue is man-power and corrections.

Root cause of the issue is a totally unacceptable contract.Illegal comes in three flavors:  Criminal, Misdemeanor and State/Local Regulations. 

I work with a lot of rehabbers and root out good properties for them.  

Best bet is to find the age of the major systems and estimate replacement and build in a bit more for the unforseen like tree roots. $600 for capex out of $2000 gross rent is 30% which is way high.
