I suspect two things are happening here: 1) Hotels are lobbying hard to squeeze VR's in this time of crisis and 2) the Governor made a calculated gamble that STR's are many small fish who, individually, are unlikely to sue while Hotels would certainly do so.

I don't want to give them a specific reason why, I just want to say something like "sorry, we have chosen a different tenant".BUT...if the house stays on the market after that, it's going to be obvious that I don't really have another tenant, I just don't want that particular one.

Lastly, to cover you in the closing, you'll need an attorney to draft a contract between you and Bob and then all of you with the Agent that's chosen to list it as you'll need to be paid through the Brokerage (most likely) that's receiving the commission, but check with your local and state laws for all of this; I'm in TN.

The Borrower has a right to their privacy and is subject to Fair Credit standards.BTW, obtaining a credit report to review the first line history is also a gamble.
