Generally speaking there is a reason why Condo's are of larger size.

I realize it's just an example and my comment is a generalization but just something to be aware of.With regards to the original question, I think it comes down more to what you want to do and what the offer is for walking away vs. rebuilding.That is the exact example a public insurance adjuster used when speaking to a local investor group a few years ago.

I have researched the different kinds of loans for this but I would love to speak with any lenders or other investors in this area.

I don't think it can be overstated that you need to speak with rental owners in the specific Housing Authority the properties are in to see how the housing authority operates. 

Make sure to speak with the Title/Escrow officer directly to verify their wiring instructions to avoid being a victim of wire fraud.6.
