John, not sure if you are familiar with the current STR situation in Huntsville, but the city has shut down STRs that are not zoned correctly and also not permitted. 

Do I need to contact the city of Chicago to have the water shut off or is this something I can do myself? 

After checking the online portal, I see the current balance is over $3,100, and the water was shut off two days ago.

Make it a standard practice to show all of your tenants where the main water shutoff valve is and label it clearly so they know how to shut the water off right away if something like this happens.

When we last spoke he mentioned he had covid and his phone has been shut off, but he was planning to be at the house the next weekend with rent and all the late fees ready to go.

In either case there's no shortage of strange sounds, that room will randomly go cold for no apparent reason, doors will swing shut or creak open on their own, and there's weird vibes to the property in general.

I dont want to NOT pay and her eletric be shut off and that be used as a "self-help" evection move by me. 

Not to mention the loss of income for 8 months, shutting down the business and many other trickling down financial problems because of it.
