CAn some one shed me some lights on how foreigner can invest in Duabi, which firms that I can go through, who are reliable and keep my investment safe and able to get some decent returns, and what are the tax consequences for earning potential from outside the country?

If you are firm and shrewd, you may not have this issue.

You need a firm estimate for the remainder of the work as your funds are limited (like most people who don't have an endless amount of money). 

The marketing/advertising firm, aka RE broker, is not the expert in building codes, zoning, structural engineering, neighborhood safety, etc.As a prudent investor, always do your own due diligence or you'll end up being (unitentionally) misguided by a RE broker's information.  

You didn't mention what kind of law you're practicing. 

I am an attorney in New York and New Jersey and for the past 15 years worked my way up and became an owner/partner in a multi-state law firm.

Fort Collins did it since the 1960s and only recently created a law against it because of rent rates.
