Texas does have specific rules regarding home equity loans and cash-out refinancing (often referred to as "Texas Equity Section 50(a)(6)"), but these don’t prohibit homeowners from using funds for investment properties.

@Ilir Livadhi I think you are referring to property wholessalers telling you how much the rehab will be - and as you see, their numbers are often not based on reality.

I once had what I referred to as the "oldest cabin in the Smokies".

I will use that number as a reference:2.

If they have not, many landlords will give bad references and it will backfire on the tenant.

I'd be happy to give you advice or refer you to someone.
