Certain medications and diagnosis of certain illnesses could prevent future insurability.

Do they have that diagnosis in writing?  

If the Doctor doesn't sign, then how would the tenant be able to have the animal if it's hinged off of the doctor backing up his/her diagnosis?

Unless they have a documented diagnosis justifying the behavior, they are subject to eviction.I would also contact the HOA and find out why they waited so long to contact you.

I do however have concern for their mental wellbeing and living in an apartment alone, I would like to clarify that I am no doctor by any means and not capable of making a diagnosis however I believe that they have Alzheimer's/hallucinations, they are convinced that there are people following them and that there are people living above their apartment (impossible given the layout of their apartment).
