It is possible but unlikely a citation could be issued.

If the police found wrongdoing, they would take action against you for violating a law, including writing you a citation, arresting you for a felony or a misdemeanor, or writing a report listing you as a suspect, in which case a detective most likely would be contacting you.Like others have posted, ensure your own safety first.

A friend of mine bought a house a few months ago and last weekend an inspector knocked on their door on a Saturday and issued a citation for unpermitted work.

The only citation that could be issued would be for a blocked driveway, but DPT does requires the individual reporting the blocked driveway to show proof of access to the building garage which is usually evidenced by opening the garage door.Two parting thoughts for you. 

This is the first time I got a notice from city and it's already a citation.

Lawn care for a SFR can & usually is pushed off on the tenants but if the tenant decides not to cut it the owner would be the one who was cited & the city absolutely will issue a citation to an unkempt lawn.As for duplexes & lawn care the move is to have the management company handle that.
