Based on some research & working with a number of agents and chatting with housing authority I understand there's higher risk.

The lender wont talk to you without the owners written authorization, and the lender does not own the property to sell it to you.

This is due to longer notice requirements primarily.Collecting from the housing authority is great. 

Rebuilding will take time especially as critical infrastructure was lost, but they will rebuild. hopefully the authorities do what they can to expedite the rebuilding (ie issuing building permits, inspections, etc).
