I am Learning Autocad and Chief Architect and would love to get my hands on Building plans for single family and multifamily for study purposes.

Engage architect/civil engineering - If you are buying land to start development and not just land-banking, I'd engage with an architect immediately.

Does it have to be an architect local to the state you are rehabbing/building in that would have to sign off on your plans or can any certified architect sign off on your drawings?

Sometimes I will see in a real estate listing how the house was designed by a renound architect, which is great!

I will be the contractor working with the architect firm to ensure this project goes smoothly.  

Hey @Akara Ambak - your first conversation should happen with an architect who has a better idea of what to do in these scenarios. 

You might have to get an architect and pull permits for the work your describing.Eric

an architect neighbor suggested I become a GC but not sure i want those client headaches. 

I reached out to an architect that is familiar with the process & he said it could take up to 6 months.My advise to you as the buyer is that the purchase price should reflect the 6 months you'll have to wait to legally rent out both units.
