Just dividing the utility by the number of units doesnt seem fair to me, and (seems to me) might aggravate the tenants on the remote chance of them discovering it.

I have been a real estate investor for 22 years, at the height of my investing I was able to maintain 21 properties by myself with some aggravation, but overall it was smooth, since I had my own business on the side, I could dedicate a lot of time to the properties.

If you are in a buyer's market, you might have to suck it up for an otherwise good tenant; if you are in a seller's market, you might consider raising his rent to help with the aggravation factor.

Yes you could get them out eventually (with legal fees) and a lot of aggravation My two cents- unless it’s a buyers market the inconvenience should fall on them.
