It started as a temporary law to deal with the housing shortage in 1946 due to returning soldiers, and since it only applied to properties built befor WWII it was suplamented by rent stabilization for properties built between 1946 and 1973.The AirBNB regulations are of course more recent.  

I, too, am a soldier looking invest in Fayetteville.

So sometimes being an outsider can help with the clarity in that.The Soldiers Home area of Chelsea is more desirable.

Now late fees are being held over my head that aren't applicable as we were protected under the soldiers and sailors act.
