There is a small backyard with a cemented area where you can set picnic tables, and the cement needs to be replaced.

The problem was that it was a Victorian home from the late 1800's, and during the 60's, a prior owner installed cement shingles that were loaded with Asbestos.

The ten-second version is that you unroll it, cut it to size (utility knife or really good scissors), put contact cement on both the cabinets and the veneer, and then carefully stick the veneer down.

This is a simple repair and the correct cement is the vinyl concrete patcher which is high strength and fast setting.

The cheapest way to do what you're looking for would be to have the railings cut out at the ground level, then core drill out what is cemented underground.

@Chris Masons@John Underwood@JD MartinIts a pier and beam home so we have pretty good access.The line from the street to the house though would be difficult because previous owner did a cement driveway right where the main line comes in the home.
