Got worse with them calling every city agency on me for chuckles, culminating in this psycho saying in front of a uniformed FD inspector " I don't care if I'm parole I'm going to beat you down!!" 

They WANT you to understand the assessment process and take action if the assessment is unfair (measured by market value OR uniformity with similar properties).
