A lot more would fall into this category tooI am wondering if the laws are written this way b/c of big lobbying by wealthy folks or if that is off base.

@James DeRoest,Because even if the window is better, if it isn't installed properly it could actually pose a greater hazard.A lot of this type of legislation is lobbied for and/or sponsored by the insurance companies.
