Obviously videos and Facetime can help you view properties remotely, but unless you have a very trustworthy RE in the state you wish to purchase in, I would advise you view the property before submitting an offer. 

If they can’t afford it it is not a tenant you would want anyways.I would find a way to not let her move in since you are already chasing after her for the rent money and she has not even moved in. I

The city I live in is strict about their FAR requirements.

If other investors have looked into zones in their local areas, feel free to chime in.- I believe eligible investments in OZ's are real property, operating businesses and equipment. 

I completely agree that you will never be able to learn everything about RE investing, and that knowing "enough" and then jumping in is the best course of action.
