I would buy a Timber track log it.. then sell the land to someone who wanted to build but needed a few years to get the building permit etc.

I just wanted to get a sense of installation cost and permitting process for in ground, semi, or above ground.

I also didn't realize how many different skills were required, from financing to managing contractors to permits to city inspections to managing tenants or property managers.

the best beginner options are a house hack or live-in flip - with that said though, i realize that (1) not everyone's life or family situation permits this, and (2) some markets have many more small multifamily properties than others. 

@Tim Hunte Renting my the room is technically illegal in Philadelphia but its just as illegal as doing rehabs without pulling permits.

My property tax is very reasonable because I acquired it a while ago and in California, property taxes go up 2% a year max (unless you start adding rooms, ADUs, etc with permits and it's reassessed by the county).
