I've been finding the foreclosure / pre foreclosure site but not owners who still own the property. 

Has anyone used this site for screening?

When it comes to foreclosure info broken down by state, I have found this site to be helpful: https://www.realtytrac.com/rea...As for licensing info, the NMLS is probably your best starting point. 

I looked at the city's sites about rentals and I didn't see anything that would benefit new STRs.

But was hoping there might be a Savvy one that is already a member on the site.

Before you go hiring someone off some site, see if there are any neighbors with kids.

The plan: I am identifying on/off market properties that are targets, will do all of the real estate work (listing, showing, advertising, vetting, etc) and will split the cost of the purchase of the home and the material costs for any needed repairs.The contractor will be subbing out portions of the job and be on site mostly full time until the project is completed. 

We want to accommodate this easily.Promoting the furnished rental on various sites, including nurse staffingsites, the MLS, FurnishedFinders, and others.Cost-effective local management to ensure that service issues are handled quickly and efficiently.

After being on this site, I think I would definitely do thing differently.

It's always a good idea to screenshot the guests' info as soon as they book, in case Airbnb shuts you down like this and it disappears off their site.
