During the winter, he would switch out the official meter for his meter for 2 weeks out of every month and put back the official one before the meter reader came. 

Do I need to file anything with the county to make it official or will an appraiser just see the 4th bedroom and use similar comps?

As of just 15 minutes ago the business development and housing development official for the City of Orlando called me to see if we could meet to discuss what incentive they would offer to help with the project as these properties are involved.
