It is always my preferred course and usually what I advise but in this case he probably has enough on his plate without also learning the process of bringing what I label as criminals to justice.

I consider these tenants to be criminals in that they are steeling money from me and I am a very strong believer in seeking justice.  

I would go as far as calling the local DA, State Attorney General, Council member, Civil Justice whomever (they may laugh at me) there has to be some agency in your area you could report her to.
