I'd look into the capital gains tax implications if you sell it now vs holding on to it.

Analyze properties that need only minor updates and start small to manage costs and gain experience.

(I have a special needs trust for my son so have dealt with the complexities.)My bigger concern would not be your liability exposure but doing something that could potentially endanger the support benefits your brother is entitled to.

Because I want to continue investing, avoiding paying the personal gains is what my mind is occupied with. 

This will minimize the tax burden of the gain you currently have and defers any other gain through the 1031 giving you more buying power going into the future.

Does it benefit me at all or is it just a gov't tax money grab? 

After a little while of this you can slow down and just use the one contractor you have gained a good relationship with and know their numbers on rehabs.
