Also, the basement was not advertised during the time the rent ad was posted.There is also the fireplace which i did have inspected, but it received a not operable status.  

Yep, every unit has its own separate gas meter and in unit furnace/heater one has a fireplace that is rated for use as a heating device.

Once you have gas to the house this give you the option for gas water heater, stove, fire place and dryer.   

We found out the hard way that the rental we owned in Baltimore City couldn't have a working fireplace if we were renting it out.  

Something that makes them both go " I don't like that road, but I can see myself working in the garage/cooking in that kitchen/relaxing in front if that fireplace with a glass of wine". in that case a couple K worth of "extra Pizazz" may be worth it to push them over.Good Luck!

Id really like to know color wall paint Dave Charron and Christine Wathne used with there grey and white shakers.I have red brick features inside the house including the fireplace I want to leave alone, I want to use white shaker cabinets in the kitchen w/ a black granite counter, and I feel like I need to use something close to white, like a really light grey...

I violated something I learned a long time ago when I refinanced my own house years ago..No one cares if you have three fireplaces with premium tile work - no one will care if you have a new kitchen and new bathrooms with faucets made out of gold (figuratively speaking, but to get my point across, which I'm sure you can relate with).  

And those center lines can carry all the way through the building; why not have a window, centered on a light fixture, centered on a door, centered on a hallway, centered on an entry to a room with a centered fireplace?
