General partner has a profit share of the whole enterprise but contributes no initial equity. 

If you can show statistic that with subsidies you could provide competitive workspaces within the municipality that would not only attract entrepreneurs, employment, and enterprise to that municipality over the other ones you could also make the area a preferred destination.
