This would apply to situations where the HOA covers the exterior, roof, foundation, and landscaping.

Im buying a house this week thats on post and pillar or whatever and I wanna have them check it out and potentially pour a foundation in place of the posts.

I am considering to have an inspector who specialize in foundation to check out a SFH.

You seem to have a solid plan in place which is a great foundation.  

This led me to looking at bank owned properties for around 10,000 to 15,000 however every single one (even though fixed up nicely each would only be worth 35,000-40,000) had something seriously wrong with it from mold infestation to a giant hole in the ceiling to literally being condemned due to foundation issues.

Pretty decent overall metrics on my offer of about $139k which would rent for about $1,400However, after inspection, it probably needs $3,000 of capex and with a foundation inspection it needs at least a soul leveling for $4,000 or a full foundation overall auk for $10,500I countered during the option period with $125,000 to cover my capex coats. 

It's not overly complicated but due to the elevation requirements/foundation etc I am probably looking at $250/sqft... so 450k.
