Their investigation group will do a good job in ferreting out any impropriety(ies) and New Western's E & O insurance will pay damages if their insured (NW) is in the wrong.Notwithstanding, to do business with them as a buyer, you have to agree to and sign their disclosures. 

He said the bubble is there and their landlord has not called a plumber to look at the damage.

(I own 150+ homes) It's the water running down the exterior walls that does the most damage over time.  

Hi, I am actively looking and putting offers for my first rental property, I just saw a townhome that I like from the 70's that needs some rehab, and a few blocks from it there is new development offering same type of units (a bit bigger) 10% more expensive with delivery lead times of 6 months.

At the end of the day, every possible legal action I can proceed may just lead to eviction which is 8K plus 6 months of no rent and time which is ~20K in my case (not including any potential trash/damage they may leave to the unit). 

I painted it, redid the floors, put on new doors and hardware, fixed all the existing issues (leaks in roof, toilets not working, sinks leaking, water damage on exterior and upgraded the panel to a 220V) What was the outcome?

If you put it out there asking for a 3-5 year lease with a small business or startup in your mind, but H&R Block or Supercuts comes along asking for a 10 year NNN (& it's corporate) and agrees to the rent amount you requested, there's no reason not to entertain that, you got better than what you were expecting (there's a reason NNN properties, or ones with a few NNN tenants sprinkled in that are national chains, often sell for lower cap rates), it's not like taxes or hair cuts are going obsolete any time soon. 

So, there is a set time so that tenants can sue to get it back plus additional damages.

There is significant water damage in the kitchen and also mold (possibly from over time, but not sure).
