You want to deal with an entity or body that can prosecute -- attorney general office, some governmental agency, whoever regulates their activities etc.

Then, if there's a need, and your market checks out then start getting it furnished and add all of the amenities, towels, body wash/soap/shampoo/conditioner, washer/dryer, etc. 

Anxiety is the biggest killer for both business ventures and our bodies.

And in California anyone who rents for over 1 month can claim they're a long term tenant and refuse to vacate -- among other political and regulatory risks that are trending in the wrong direction.  

If you are looking to offset some costs and that's your goal, it's obviously free of any major regulatory restrictions and vacation rentable vs. some other Cali cities but not a place I'd personally look to invest to make gobs of money.

Sin e you mentioned fish and swim you must plan on being close to a body of water.
