I am trying to find additional info on this, so far everything leads back to the same info as the same property, with a disconnected number. 

This is not normal and it is why the values of our properties are so disconnected with reality and with the amount of money they can generate as an investment.

When a tenant moves out and “disconnects” it just automatically  switches back over to you instead of shutting off.

Distressed sales, in other words, creates gaps/disconnects between "intrinsic value" and "market value".

Depending on how bad is the foundation state (how many inches you have to correct), is very possible the sewer line will disconnect/break in the horizontal portions.

I suppose my disconnect is.... it doesn't make sense for a private investor to give you thousands of dollars to sit in your account waiting for the right deal to pop up.... just to satisfy that 60 day rule. 

Perhaps in your neck of the woods, but my 6-plex was a Commercial Loan; when purchased and when sold so there's a disconnect with what you are reporting and at least two investors experiences. 

I can run the credit and background, but the disconnect I'm having is the actually showing of the property.

Just have to be sure to schedule disconnect or verify that tenants have switched bill over.

Just a word of advice for next time -- always, always, always set up a temporary service before you disconnect from the pole!
