Although the winters can get quite cold in Northeast OH, we're still at a loss of how one of his tenants was able to run up an $800+ gas bill for a single month (with 2002 natural gas prices).

if its in the lease, you are most definitely supposed to turn the a/c on regardless of your comfort level the same way a lease may state that inside temperatures cannot go below a certain threshold in the winter.
