@Ivan Smith, I can't speak specifically to your state's eviction laws but I'll give a few general comments:1.

Then refi into DSCR using appraisal market rent (I have program if cash flow is negative, not worried about that) and then after the DSCR loan closes, then they put up the walls to make it padsplit.

I can only speak to our market here in Columbus, but MTR is in such demand that I don't see this amenity being a must to keep your occupancy high, I'd go with an outlet. 

But, that is not always the right answer and you should speak with someone familiar with your personal situation to get advice specific to you.

Some markets may be higher, and a lot of markets now are either break even or slightly negative for the first couple of years.

In my experience renting to a sober living is absolutely a smart move(speaking from the other side).
