I can see lots of situations where you have to move it, if even slightly.....you don't want to call a tow-truck every time..... 

Decisions have consequences and he needs to feel it, but right now, lend whatever assistance you can to her from a residential standpoint- finding another property, perhaps helping with a moving truck, whatever. 

If your ok with a neighbor parking a truck on his lawn that's 3 ft tall then HOA's are not for you.  

We have a property owner not far from me that has literally 4 acres full of rusted cars, trucks, busses, trailers, tires, and tractors.

Have a truck deliver and spread 57 stone (1-2 inches with or without dust) and spread it evenly.

He is heading into long haul trucking, and doesn't care where he lives, since he won't be home much anyway.

I can remember land in Mtn back in the late 70s and 80s was very cheap. so those who bought land there have really made some Monster profits on appreciation.. 

It's on a prime spot next to a dollar general and truck stop.It's all inclusive park that provides the wifi, cable, private water supply, private sewer system, electrical, and a laundry room.
