This is particulaly a problen in more liberal states. 

In my discussions on this topic, I never mentioned one political party or another, nor a specific political philosophy such as liberal, conservative, libertarian, etc.

I kind of felt like I hit the jackpot when I read that.

The whole liberal arts game is being shaken up right now and in 2017/2018 they were looking at closing a number of the aforementioned state schools due to enrollment issues.

Here in Tennessee we have pretty liberal eviction laws so last month rent isn't that crucial.

Realistically, you can just hold on to it, wait out his jail time, see if he comes for it after he gets out, if he's going to jail he's probably not the brightest bulb, but if he does, you'll have a court case on your hands if he decides to pursue it.Being in jail would count as extenuating circumstances, and depending on how liberal the court is where you are at, you will be forced to give it to him.
