Go to the zoning dept and find out everything you can about dwelling units/acre, service accessibility or septic and well requirements if not, taxes, special ordinances, improvement districts or ability to float municipal bonds and their general appetite for development.

I typically find lenders that are offering renewable 5-year loans with 20 year amortizations, and usually floating prime, with a floor percentage.

The up-front costs are much lower than the other options, you don't pay any interest until you actually use the money, and only pay interest on the money you do use.The downside is that the interest rate is higher, usually floats, and is amortized over a shorter period.
