Your managers will likely be caught up in doing some digital trouble shooting "it's the App" "No it's the lock".Also if you're looking for some sort of Bluetooth or NFC solution (no wifi), then how do you manage deleting access from the person's phone?

I want to pay them off, but an agency didn’t agree to do pay for deletion.

...BP said there was an error so I tried to repost my reply, they were tuning up under the hood, but then the post showed up twice, and now I can't delete.

Since then I have called and he deleted his phone number and I have also messaged him on Facebook with no response as well with texts.

I won't post links as the moderators will delete the post. 

I put together a spreadsheet once (then deleted it) with all systems, items etc.
