Any ideas of what to do it would cost around maybe 30k to fix up and  add well (to far for public water) and septic .

NYC's Human Resource Administration (Public Assistance)  has a program called S.O.T.A (Special One Time Assistance) specifically for employed people whom live in NYC shelter system.

To the buyers agent and the public, they have to figure out how to justify the price and you will have to prove it.
