I’d certainly get a quote from a roofer and a handyman for the interior damage. 

For me, a self-managed, cosmetic rehab (exterior/interior paint, flooring, new fixtures) in KC is around $15 to $20/sf. 

A person who likes interior design will think that is the MOST important aspect and not want to think too much about a foundation issue because it doesn't interest them.
