I have to tell you that the price per square foot is a bit higher than the average and there are better locations in Tulum.

I'd go for the best location, ideally, but without a strong compromise on your funds.

Check for properties with similar squarre footage, location and amenities. 

I also have learned Memphis can be quite spotty (a dangerous block can be just a couple blocks from a good renting location so you really need a boots on the ground agent/team that you can trust). 

If you want the houses to be super cheap look at Midwest locations like Cleveland, Detroit, Toledo, Indy, KC, Baltimore etc......
