Year over year rent increases, icing on the cake.

Irvington is very similar to newark, which has very strict laws with regard to rent increases. 

My question is, if I want to remodel aspects of it to increases its valuation does it make sense to wait until I rent it out a year to someone or do it before hand ? 

I would increase their deposit by that amount to ensure you have enough to cover an empty tank and a month of lost rent.

This increases the perceived risk and perhaps the legal fees to put in place and then defend if necessary. 

In a seller's market, home prices typically increase due to limited inventory, while in a buyer’s market, prices tend to be more negotiable.

When I sold my properties, the price did not increase much (though there was still a slight profit, couple with the rental I had over the years and currency gain (bought when USD was low and sold when USD was high).
