In terms of utilities, it's your decision how you'd rent your units.When I was newer I used to rent all-inclusive for ease, but now I charge + utilities for most / all my units.

@Mary Shupe If you have that many units it may make sense to get an all inclusive package that can handle leasing, maintenance, and accounting.
