Are there any on-line government sources of truth for any particular city's future infrastructure/expansion/city planning plans or any private company tracking these initiatives? 

That sets the tone for learning about the future.All the advice here (and there are great insights) will not substitute going out and getting a deal.if you are serious about a future in RE, you will learn from your mistakes in your first deal and you will use those mistakes to help you in your second deal and so forth.Most importantly you will if you enjoy the journey of RE investing.

No one can see the future, so who knows what the next 5-10 years will bring.10% Is not an extraordinary return, but not bad either.

All these things are lessons learned, and I will have to take into effect in the future. 

And if I buy in the near future, I'll be creating another LLC.

Reading the book is great; however, your market, your projects and you person experience will help you create a deal with better spreads and everything else by getting those bids and use that knowledge for the current job and future jobs.

I would cut my loses (and potential future loses) and sell.
