With the upcoming expected rate cuts making real estate "more affordable", I believe this will unlock many buyer's who've been waiting on the sidelines.

Also, if they are expecting I have the cash to back up the offer, but I turn around and say, “Hey, my funding isn’t ready yet,” or it falls through completely, they’d probably feel a little bamboozled and unhappy. 

I do see some flip opportunities, but flipping is a job; stop flipping and the making of money stops,My next purchase is likely to be in a different market with lower profit expectations than I used to achieve in the San Diego market.  

That is huge that you need to have some idea on what the rehab will cost.You should not have to pay a contractor to give you a bid - most will do a courtesy bid for you or ballpark estimate to start but if you do not use them then do not expect another freebie later on. 

Since I have done both of these things wrong and right in my past, I can tell you keeping the client happy to a certain extent is a lot more cheaperWe have found that setting the proper expectations right up front of what we will and will not do seems to help solve going down this never ending rabbit trail sometimes.

Seems like you are just complaining about what you didn't understand from the beginning, in relaying what you wanted, but now expect it revised to.

The upgrades that HAVE to be made for rentability vs. those that will hopefully increase rental income can definitely influence the response.What are people's expectations?

More so than industry norms, the tenants expectations will be based on what is currently in place.
