The purchasing of a small multi-family to eliminate this big money drain will be the biggest win you can reasonable encounter in the short term.

I was making 3 to 7k per deal in the late 70s selling 40 to 60k parcels in CA... how anyone would want to go through the brain drain.. the legal risk .. the reputation risk like whats happening to this agent for a measly 500.00 I simply cannot fathom...

I was thinking about shutting off their main water valve and draining the system for their duration of leave... 

I do this in all my rentals...along with grids in the drain (so nothing big can go down), removing the disposals (in lower end units)

You have to train them, that process is time consuming and draining.

Everyone keeps saying "skin in the game", but there are lots of cases on BP where I hear experienced (and even inexperienced) people putting together projects without draining their bank account..

There's no incline for good drain flow.

For example all windows don’t open (all windows have new blinds) , wiring exposed under the sink, rotten wood , damaged shingles , unlevel sidewalk, exposed romex wiring in laundry rm, damaged siding , & no drain pan for water heater .

I would have taken photos and given  her a bill that day for repair.The plumbing clogs, give her written notice that this sink is not a garbage disposal, and that grease and rice, was reason the drain clogged per your plumber and future plumbing issues of this type will be charged back to her.Same with toilet, provide her a plunger and advise excess of toilet paper is her responsibility for and plumbing calls.
