There are some areas around the airport, Butler County, and Westmoreland  County where your taxes are about 1/3rd of Allegheny county.

Some people are their own general contractor and manage the painters, carpenters, electricians, plumbers etc.If you had a contractor that could do 7 rehabs in a year and manage all of these sub contractors I would be impressed.

You may need to find an old painter, as the better painters have good eyes, and they know stains and finishes.
