In the case you describe, this is incredibly heavy handed cross-selling, and I'd be pretty furious if in your shoes.

Now, put yourself in my shoes and the shoes of the guy in my company you spoke to.  

Put yourself into her shoes: There are tenants, who might be disgruntled and they might do things to the property after, if they still have access. 

If I were in your shoes, I would contact her, tell her you were contacted by the apartment complex looking for a reference, and that you know she wants to leave.
