I saw an example recently in Bloomberg about how local regulations can really shape a landlord’s experience, from what I’ve heard.

With all the negative comments and concerns over the houses not being completed per the contract dates, perhaps all the investors should speak to a local real estate attorney and see if they can get their money back or other concessions. 

From tax stand point I would think you can separate from primary and be okay with IRS being that IRS will not be local code enforcement.  

I found MLS data outside the are and got data from local property managers. 

There are cases of local governments delaying payment due to budget constraints.

As I said, check with local banks and credit unions.
