Mostly what I'm saying is the best way for you to get an idea of what you are looking at is to have a builder walk the property with you and look over preliminary plans and give you a ball park of what you can expect. 

You could propose a deal to a local investor where you locate the property and do preliminary evaluations on it, then turn it over to a more experienced investor, who can sell it off, and you split the profits   This deal only works if you have correctly evaluated the deal and you are able to secure it.

However, I spent my childhood in Chambersburg, PA so I have tons of connections and have preliminary knowledge of the market.

The Victim's Services coordinator we have been talking to sees very little chance of this being listed for a preliminary hearing before the new year.
