There are too many shady characters who their people work out of their houses or outsource workers from other countries, its all puff and smoke.  

Dental floss, feminine hygiene products, condoms, diapers, cotton swabs, cigarette butts, coffee grounds, cat litter, paper towels, and other kitchen and bathroom items that can clog and potentially damage septic system components if they become trapped.

Do any of the occupants smoke?

Does anyone with a no smoking policy allow tenants to 'vape' inside of your rental property? 

Same dollars to buy them... same type of qualifications to get into the bizz IE none.And total Caveat Emptor for both the buyer thinking they are going to get rich owning some low end rental and or the seller who just got smoked by a wholesaler that is not licensed or looking out for the sellers interest in any appreciable way...At the end of the day those with License's and those that want to keep them are held to a higher standard...

Of course, the best way to save money on cigarettes is to quit.

The inspection will fail for serious items like dead battery in a smoke detector or trivial items like missing 1 screw on a outlet or switch cover plate.Faill the inspection and they will advise the tenant to move out!

On the home owners side (different than a landlord situation), we had a guy working on his roof and flick a cigarette.
