Typically we don't specify holes in the wall and typically we would have our painter fill them (which is a cost to us).

Turned into a mold abatement and foundation scam.The business owner bought a new spray painter and did not know how to work it so 4 hours later she had it going, but a real mess on the wall that could not be fixed.

In this scenario you would call out, get bids and hire each sub contractor....the plumber, the electrician, the painter, the floor guy, etc.You handle scheduling and management and payments to each and probably permits, etc.
